New feature - Appliance Events Report for Low-Resolution End-Users

Feature's Scope
The dedicated Appliance Events Report for end-users with low-resolution smart meter data (15, 30, or 60-minute intervals) focuses on enabling event-level insights for energy-intensive appliances. Specifically, Electric Vehicle charging behavior is now reported and more appliances will be supported in future releases.

Specifications
New Daily Report: A separate report now captures detailed EV charging events for LR end-users, including:
Start time and stop time of each charging event
Total energy consumption per event
Consistent Format: Relies on the established schema from the high-resolution Appliance Events Report to ensure easy adoption and compatibility.
Report Delivery: Reports are generated daily and published to the designated SQS queue.
Enabled by Default: Reporting is activated by default for all relevant customers and can be disabled via configuration if needed.
